What would be a preferred blue theme deck to buy for good control cards?

I understand theme decks don’t have every card in it to be pro, but what i am looking for is a theme deck that can help me get a nice chunk of cards before i have to go solo hunting.

I have no experience with blue, as i am usually black or green.

Budget will be an huge issue, as for a theme deck that is no problem but
i mean i will not be able to afford single cards that are 10+ dollars.

I would appreciate all help thanks.
