How high can a front patio be without a railing?

Just moved into a brand new home and the front patio is 2 to 2.5 feet above the ground and the builder has not installed a railing. Is one required at this height in the Toronto area?

    Tes, 8″ max. drop needs no railing, anything above 8″ needs a railing, and more than 3 risers requires a rail on both sides
